For HLDS GUI mode it appear there is a maximum number of 4,074 characters allowed in mapcycle.txt (not a line limit).
For HLDS console mode it appears there is a maximum of 8190 characters allowed. changing the heapsize did not affect these limits. This is on my WIN32 test system, your mileage may vary with MOD / OS. I just kept deleting name/characters until it started working ...
