Alpha is in-house testing, beta is public testing. Don't you think it's better to test on a small amount of servers (since beta is usually limited to a certain amount of testers) and work out any kinks VAC2 may have? Once the developers feel the system is ready, they will release it and hopefully it will catch all the bad players out there and teach em right from wrong.
