Use what you're more comfortable with. I would use Gentoo Linux since I have experience with it more than the other distros but you can use Debian or Fedora Core and have a better chance of using it than Gentoo. There is no "best Linux" since each has their advantages/disadvantages.
Lots of people recommend mani mod for Source but I haven't had a chance to use it. I used admin-mod (http://www.adminmod.org/) when I ran CS 1.6 servers and I loved it.
