I have read the messages from march. I wonder why the console error occur. The server is set to sv_allowupload 1.
The message appear in the console and the file is not in /downloads. Some time later the file is in /downloads. I don't know if it helps but I was told, and believe, that the message you are seeing is from a deletion of spray tag cache on the server -- I have the exact same message and similar utilization results. Aside from deleting the entire installation and reinstalling I have never found a useful suggestion to resolve the problem.
