That FAQ (108) is for both HLDS and SRCDS servers.
13 is my recommended minimum for HLDS servers, I note 20 minium for SRCDS servers ... I intended 13 for min and max on HLDS for minimal useage.

Kevin can you fix your Source server FAQ that states set sv_maxupdaterate to 13 you have duplicated what it says for sv_minupdaterate also 13
