yes, but L7 works regardless of port, or IP, and doesn't seriously
affect speeds. That's the point. If nothing with a higher priority
wants that bandwidth, it doesn't slow it down for no reason. And when
something with a higher priority does want that bandwidth, it gets
what it needs and the lower priority stuff still goes pretty good.
