AMX 0.9.7 was never released officially. There were about a dozen versions that used the 0.9.7 tag and the default reserved slot plugin was changed during that process. Assuming you have the late version, you use the sv_visiblemaxplayers cvar in your server.cfg. In your case you would set the cvar to 24. This will allow the auto-retry to work correctly.
Res slot holders would need to use the console, HLSW or have an icon with "-connect server ip" as the res slots will now be hidden to steam. So if server is full at 24 players, joining the normal way would show as full. However, console, HLSW or the icon method override that and allow you to join in one of the hidden res slots. If you go to the amx website, you will see in the plugins form f117bombs reserved slot plugin. It works the same way but only uses up one slot instead of 4 but allows as many res slot holders as you like. Presently if my server is full on the public slots, (I have it set to 24 player, with 4 reserved, giving the server 28 player capacity) with 24 peeps on, the next non-reserved person to join gets a kicked by server message. I would rather have it allow the player to have the steam option to auto-retry connection to the server then just receive a "you have been kicked by server" message. Running amx 0.9.7, CS 1.6.
