Servers are stored in the master server in numerical order based upon IP address. When a user requests a server list we start from the clients IP address and move both up and down the list at the same time (fanning out from their position in the list). For example, if your IP address is 80.1.1.1 then you get servers in the range 79.0.0.0 -> 81.0.0.0 first, then 78.0.0.0->79.0.0.0 and 81.0.0.0->82.0.0.0 next time, and so on.
The server ping is based upon the client pinging each remote server.
