If you IP ban their IP then they won't be able to connect their HLTV proxy.
The proxy itself doesn't have a SteamID so the server wouldn't be able to
ban by that.
HLTV / HLDS has worked like this for a long time now.

Huh. In all the years I've been running servers, I've never seen this
before. I banned a couple clowns from my server, and I looked up the IP in
the logs and found out that one of the recent bannies was using HLTV to
spectate my server. Which answers my question about banned people being
able
to do this - they can. That's not right - if you are banned from a server,
you should not be able to spectate it via hltv.

You need to either have no proxies allowed or always keep that slot
filled
wih your own hltv proxy.
for the server if you don't want any:
sv_proxies 0
or
sv_proxies 1
then attach your own hltv proxy with a password (even if you don't use
it).
remember that spectator proxies take up bandwidth just like players do.
