Another route you can take is, taking your bot settings out of your
server.cfg or exec bot.cfg line
and use a bot.cfg executed from valve.rc

and open up valve.rc in the cstrike\cfg\
then you should see something like "//execute files if they exist.
autoexec.cfg
server.cfg"
just add bot.cfg after that.

This worked for me, I don't use any admin mods

Phew... thank goodness for that....  I was beginning to think it was
just me when there had been no responses.

Thanks for the suggestions - I won't be able to use the "2 bots always
on" suggestion and I was trying to avoid going down the route of adding
additional plugins, but I am taking a look at Mattie's event script
plugin as a way to trigger a round restart when a player enters an empty
server.
