Check their client filters to filter by ping etc?

Correct me if I'm wrong but I don't think anyone actually gets the entire
list.
I myself only see 1521 cz servers out of 8511 grand total.
CSS is the same, with just over 2000.
From what I can tell, it's just the way steam is.

I have setup a CZ server for someone in a datacenter
who had said they couldn't find their CZ Server in
Steam.
After I found his server in steam and sent him a
screenshot of his server showing in the Steam list. He
then told me he's not getting the full CZ Server list
from Steam.
In his in-game browser he is only seeing about 500 CZ
servers while I'm seeing 2000 or so.
Does anyone know why this person would not see the
full list of CZ servers in Steam ?
I have asked him to log out and login again to Steam
but this didn't fix his problem
