OK it's been fixed.

Added -steamport <?=(%port% - 1)?> to cmdline so each server has its vac port
assigned to 1 less than its game port.

Subject: [hlds] VAC2 Beta information

Alfred,
We are currently experiencing issues getting vacbeta to start, it says
in console 'unable to authenticate with vac servers', 'secure mode disabled'.
We currently run 22 CS:S servers @
http://www.gamearena.com.au/games/title/pc_cssource/servers.php, #03 and #17
will not start with vacbeta, even though we run much the same command line as
the other 18 servers, in which vacbeta will start.
Any ideas as to why?
We have had this issue for some time, with various IP's/ports configurations
allowing VAC to start.
Our port numbers are all within the VALVe recommended range.
