OK it's been fixed. Added -steamport <?=(%port% - 1)?> to cmdline so each server has its vac port assigned to 1 less than its game port.

We currently run 22 CS:S servers @ http://www.gamearena.com.au/games/title/pc_cssource/servers.php, #03 and #17 will not start with vacbeta, even though we run much the same command line as the other 18 servers, in which vacbeta will start. Any ideas as to why? We have had this issue for some time, with various IP's/ports configurations allowing VAC to start.
