You'll want an adminmod/amxmod/amxmodx/etc plugin that controls team balance. Nothing like that is built in to HL, afaik. Well, maybe CS, I dunno. Basically the admin/amx/whatever plugin will keep people from joining the wrong team and auto-balance the server when people leave.. I can recommend a good AMX ModX DOD teams plugin, and I'm sure they have a CS one too, since CS gets everything first lol.
