Adminmod does this in the default config.  You just create a
mapname.cfg file, though I can't remember if it's placed in the maps
folder or somewhere in the adminmod folder but it does do this.

The map.cfg must be in the mod directory and is executed by plugin_base.

Well, I don't know what to think, I just can't get it to work. I searched
plugin_base, and I didn't see any code that would look for map.cfg files, or
change mp_timelimit, except for the code that makes admin_timelimit work. In
fact, I searched all of my plugins, and the only ones that manipulate
mp_timelimit is plugin_base for admin_timelimit, and the mapvote plugin that
extends the map by adjusting mp_timelimit.

Could this be a feature that was taken out at some time in the past? Is
anyone actually using this feature, right now? I tried this on a barebones
valve install and it still didn't work.
