What about a plugin like dodguard for Day of Defeat. Leagues are using it
and it enforces rates, models, sounds, random screen shots for matches, etc.
Porting this to source cant be too hard.

Client's should not be changing their player models, and various other
models.

The degree of customizability is intended for mod programmers, not clients
changing stuff around to make enemies easier to see.

Sure it should be an option for the server admin, IMO sv_consistency should
be like:

sv_consistency 0 = No consistency
sv_consistency 1 = Make sure models are not insanely huge and sound files
insanely long.
sv_consistency 2 = Files must match exactly what the server has.

Though, 1 would still allow the use of bright green skins, that shouldn't be
allowed at sv_consistency 1, but I'm not sure how they could do that without
making sure the file is exactly what's on the server.

Well I think sv_consistency 0/1/2, where 2 is force ALL files to be
consistent with the purest form of the game (or that which matches the
SERVERS files), would be a huge bonus to the Competition area of the game.
The Competition sector of the game surely gives a far greater profile to the
game than mods and moders can, because of the sheer scale of the publicity
used at/for LAN, internet based, amateur and pro levels of competition.
LANS are very easy to police, but internet based competitions are not, VAC
does not see a skin as a cheat, so it's out of the picture, so how else
could an internet based competition know players are not using those skins?

They look to me like a distinct advantage.

yes, I consider that cheating as well, but how do you propose to block
things like that without blocking any and all replacements?  You have
to remember, one of the reasons there is such a big community for
Valve's games is the degree of customizability that exists.  Somehow I
doubt they're going to all of a sudden stop one of the big attractions
to their product.

a free license to their software.Good stuff I must say.BUT that isn't the a
new project if its the same panel they gave me.I got it almost a year ago or
so.And if it is indeed the same panel its not that great.May be a whole new
