I've always used the following to enable and disable VAC: Not Secure Server ./srcds_run -game dod -heapsize 256000 -insecure , etc.,etc..
Secure Server ./srcds_run -game dod -heapsize 256000 -secure , etc.,etc.. I just tested them on our Linux server and it worked as expected. I didn't have a chance to test it on our Windows boxes, but it should work either way.
