i would also like to mention that i believe if  change the server port
you have to put it in the server.cfg file.

also when i ran a ded server of my comp i had to put the wan ip in there
aswell. i had similar problem but i'm afraid i can't remeber how i fixed
it. you may find you have to reconfigure you firewall to allow the port
as well as your router and check it is atuh right with the master steam
servers.

my comp, then using the same comp turn on cs 1.6 . i
go to favorites, add ip, but it doesn't pick it up. i
set it up to lan, and even on lan, it doesn't show. is
there ne thing that im doing wrong. im kind of a noob
at creating these servers, just downloaded the
