I'm running amxmodx and adminmod (the best of both worlds) across 3 apps/hlds servers and still see less then 60% cpu usage. If your renting a server the lag issues may stem from other apps the box maybe running.
Dunno if your renting a hlds server or a box, though I've never gotten cpu lag from aminmod and/or amxmodx.
