Ummm not really, I have had that problem on this my now 3rd OS and 5th
Motherboard/CPU/Video combo.  Every single install has had that problem.
Prior to Source though it only made a difference in how fast it would
download updates.  I stared using Steam the day 1.6 came out.

The not saving your Internet speed setting is a relatively *NEW* occurance
