I've seen the issue with the trainling backslash also, but could not arrive
at a definitive answer because the results were not consistant. At one time
I added it, another time removed it. I just noticed in my autoexec.cfg my
last sv_downloadurl was:
sv_downloadurl "http://www.zootal.com/gearbox/";
OK, I added it back (and changed the directory to discourage leachers, or at
least to help keep the honest honest :)

I had to add a trailing / to the url in server.cfg, restarted the server
and it started working.
