My players and I have experienced this since the last update also. It
appears in our case to happen to all players at first, and then some players
were able to move again before others, once it "wore off". A couple times
yesterday, it never wore off and everyone lost their connection to the
server. Two or three times, I actually noticed that this took place right
after a new player that none of us know joined the game. (exploit of some
sort?)

I too know that it cannot be network lag for all of us because my server is
collocated at the biggest ISP in the state here and I do a variety of
performance logging/graphing metrics on it 24/7. Our server is on FC4 Linux.
