Well it depends then........

Right now I am "attempting" to run a 30 player 66tick server, and max proc
utilization is around 85% when the round starts.

You have plenty of ram, and drive space. Processor utilization will be a
problem with source especially when you are trying to run 66tick slots. Ram
utilization is at about 4.3 percent per source process when my servers are
full.

My advice would be to start running one source server @66tick, see how it
does, then add another small source server and see how both do. You can then
slowly add slots on the second source server to gauge utilization. If you
want to keep players coming back to the server, don't sacrifice performance
for slots.
