Would make things easier for me if it was on steam, but them using their
own servers is good too.

The Red Orchestra Dedicated server is now available for download via
the hldsupdatetool. The server is available for both win32 and
Linux. The
game name for getting the server is "redorchestra". The exact command
lines to download a server are:
Win32:
Hldsupdatetool -command update -game redorchestra -dir .
Linux
./steam -command update -game redorchestra -dir .
The server is freely available via Steam (you don't need to own Red
Orchestra to run a server). You can get the hldsupdatetool from:
