right i've done some checking around coz i'm too dim to know how to answer your problem with out a bit of research. it seems you can't restrict players to ct unless you are using the zombie source mod for mani. to answer your question about how to disable vac (why you would want to i don't know) all you have to do is add "-insecure" to the the cmd line (without quotes) and restart the server.
