VAC will only ban for known cheats, period.
VAC doesn't communicate with any third-party anticheats (although some
server plugins may use the VAC ban messages).
New VAC bans don't go into effect for days or weeks AFTER the cheat was
detected.
If your friend was banned, then sometime before you saw him banned, he had a
cheat loaded when he was on a secure server and got detected.
In all the years I've been running a server I have never seen VAC ban
someone that wasn't cheating.
VAC has a very good track record with no known false bans that weren't
detected and reversed quickly (was a long time ago too).
Your language and attitude are unwelcome and inappropriate on this list
David, you obviously don't know what this person has been trying out
(perhaps because he isn't a good player).
Also, for you to get mad about someone who has been caught trying out cheats
is very questionable.
At this point this thread is [OT], take the rant to the VAC forum on the
Steamforums.

well as you can see alfred this is positively strange. I have never
experienced this before and as you will see in my other reply i have
checked pretty much everything i can think of. the user has disputed the
ban on my recommendation but you know as well as i do he stands no
chance of being reinstated, simply because it's our word against some
piece of shit program that fucks up all the time (sorry getting really
mad about this) i know it's not your fault but surely someone must
listen to you alfred, surely someone other than you cares. or are the
other valve staff the biggest bunch of tosspots ever?????

VAC bans apply globally. VAC only bans on positive detection of a cheat.
If you wish to dispute a ban please go to
http://support.steampowered.com/ and follow the process it describes
there.
