Addresses that start with 192.168.XXX.XXX are usually (always?) internal lan
ip addresses.  So, you are behind some sort of NAT/Router.  You need to find
out what your external IP is, that way your users look for the external
address and your router takes it from there and directs it to your server.
If your modem is also a router, then you will need to configure it to direct
your traffic properly.  Your directions may give you an ip address IE:
linksys likes to use 192.168.1.1 or 192.168.0.1 and some others use 10.0.0.1
so try going in and setting up the appropriate ports shown at
http://portforward.com/cports.htm otherwise you may need to use telnet or
it's not configurable. If your modem/router is not configurable you may need
to work with your provider to convert it to bridged mode and utilize a
configurable router.  Once you have a router configured to direct your
traffic to your server your almost done.  You must find out what your
external address is. If your modem IS configurable, most likely there will
be a page within the interface that will show you   what your external
address is.  Another question is, do you have a static IP address?  If it
changes, you may need to utilize a proxy service like http://www.no-ip.com/
