It seems to me though that the OS can do a better job shuffling processes
from one processor to another when it needs to do so.  Considering that this
type of behavior is part of its job.  I never had cpu utilization issues
unless a hlds lockedup.  Then after the update I noticed that one of my cpus
had a much higher load than the other cpu.  I only run a few so it was no
issue for me to remote desktop in and manually set the affinity.  But, I
never saw anyone announce this fact on the list which might make it more
difficult for providers who might be running many more servers than I run.
Would seem if such a major change was to take place and nullify the fine job
that windows was doing that someone would have announced it on the list,
whether it be valve or someone that was acctually part of the beta testing.
I beta tested the server but did not beta test it on ALL of my active
servers, just one.  As such for me the problem was not apparantly until
upgrading all servers when the updates were released.  But the problem still
exists, since I don't run enterprise version of server 2003, with the
ability to set cpu limits, that when a server spikes because of a lockup to
100% cpu that all of my servers that are manually bound to that processor
suffer.  I have been exploring making my own programs that check cpu
utilization and control runaway processes but I have had little luck with
getting cpu utilization per process.

I just believe it would have been professional to highlight any changes that
would/could impact the large gsps and their systems.  Is it too much to ask
for such a communication standard, now-a-days?
