It does... Fresh copy, no mani, no bots, etc... But still, when running 3-4 busy servers on single Windows box, one of them will eventually hang... Problem is that it's really hard to reproduce, as stated by original poster, they may run well for a week or hang every one or two hours...
May be it really has something to do with simultaneous Round Start events as pointed by Stuart... Need to test it a bit... Do you run any cmdline parameters other than -tickrate, +maxplayers, etc? Are you running bots at all? If so, have you tried disabling bots? Have you tried removing all files relating to Mani-admin (including config dirs, etc) and trying again? Have you tried running HLDSUpdateTool and creating a fresh default SRCDS file structure? I suggest creating a brand new copy of the source content from scratch, using the HLDSUpdateTool, and see if that exhibits the same problems.
