Please let me throw my two cents in.

First pont. The whole discussion is pure academic in its nature.
You CANNOT control what scripts are used by your players. Period.
The only and partial exception to this statement for HLDS is HLGuard
which tries to detect some of most widespread scripts by triggering
them (the exec-and-check thing, you know). No exception for SRCDS I
know of.
So there is no practical use for any conclusion we can work out. Those
who want to cheat will cheat anyway.

Second point. There are still a lot of honest players who want to know
what is good and what is bad. About two years ago after I started my
first public server I had to come up with some rules for such players
to answer their questions once and for all.

I believe that my rules are pretty straightforward since I had only
few questions about these rules afterwards. So please let me share my
wording with you.

General statement: you are not allowed to use any additional software
and/or any configuration settings and/or any modifications of original
game which give you an unfair advantage over other players.

Comments to general statement.
The key words are "unfair advantage". Here is how we apply these words.
Allowed:
- changes to network and graphics settings to smooth game experience
and increase FPS
- replacement of weapon models
- replacement of players and hostages models as long as these models
are not more noticeable than originals
- replacement of original sounds as long new sounds do not increase
audibility of certain events like footsteps, weapon/bomb pickup, etc
- gamma adjustments to compensate low brightness of old monitors
- scripts that automate activity not directly related to aiming,
shooting, direction and speed of movement (i.e. buying, walk-run
toggle, mic on/off, etc)

Not allowed:
- any software/setting/modifications/scripts that assist aiming and
shooting (aimbot, norecoil script, sniper assist script, etc)
- any software/setting/modifications/scripts that assist tracking down
other players who cannot be tracked otherwise (wallhack, hacked radar,
more audible sounds, external voice communication software, etc)
- any software/setting/modifications/scripts that affect speed and
direction of movement (speedhack, bunnyhop script, silent move script,
etc)
- any files replacements apart from those mentioned above

Since most of restrictions mentioned above are not controlled by
server it is personal responsibility of players to obey these.

Again, these rules are for honest players only. Those who want to get
an unfair advantage over other players will always find an excuse to
cheat.
