This is an AMX plugin. Idea behind it is to keep bans in MySQL database
rather than in .cfg file and defer ban check until client actually try
to connect. Another advantage is that you don't have to worry about
syncing banlists on multiple servers as long as all of them are using
the same database. Should you have any questions please feel free to
