Media player and srcfpsbooster both set Windows high resolution timer
precision to lowest possible value which is about 2ms. I wrote my own
simple utility which accept timer precision as a parameter. Here is it

Starting this utility with parameter about 10 I saw server FPS to stay
around 124 with CPU load reflecting this value.
