Try downloading the full package and installing it that way, the HLDS Update
Tool method doesn't actually tell your computer's registry that you have the
standalone server installed, whereas the full installation does.  Aside from
that, just manually install it using the base package and the sets for any
mods you're running, it works better that way anyway.
