Most obvious solution is to write a simple script which would monitor
your servers and change process priority dynamically depending on
whether server is empty or not. Though I don't think it'll worth time
you'll spend on it.

When im running like 10 servers on same priority and only 1 is full, 9 others 
slowing down it. I have a lot of memory, but i dont want them taking CPU 
resources when they are idling.
What can i do to make idle(empty servers) servers not taking any CPU power?
