I know how you feel. I was kicking myself trying to figure it
out...and it's easier and more obvious than you'd ever think.

In mani_server.cfg, search for this:
mani_mapcycle_mode 0
It has to be on 0. It will still follow your crontab/custom mapcycles,
it just fixes the changelevel problem.

If you have a really, really, really good reason to use 1/2/3, here's
another workaround:
don't use changelevel.
use ma_setnextmap de_cpl_fire
then ma_rcon mp_timelimit 1

User called or system called votemap will go to a different map than what
was selected. No pattern that I can discern. That in itself is annoying but
just shutting down the votemap makes it a little less embarrassing. :)

I noticed last night though that even when I change the map at the physical
console (changelevel), it doesn't go to the map that I entered. At that time
I had switched to de_dust2 by request and the server went to de_piranesi.
Tried a few others and it never went to the requested map.

Have restarted CSSDS as well as the server and it still does it.

What am I missing?
