That could use clarification. The easiest way to do this is to install the ISA Firewall client on the Steam box, then on the ISA server, give the STEAM box full outbound permission (tcp and udp).
Restrict inbound permission to only those ports listed in the STEAMFORMUMS or whichever WIKI you use for info. If you host other Internet services on the STEAM box, configure the ISA server to allow inbound traffic for those ports as well.
