As I stated I didn't have to reboot. All I had to do was close the dialog box that a source server had popped up. Maybe something in the steam bans client running on a 1.6 server will somehow interfere with the vac on the source server causing it to crash and then stall the ability for the whole server to process vac requests. Because one of our 1.6 servers is running the steambans client. But all of my problems went away when I clicked the dialog box that popped up on the console, by the source server. When it happens again I will have to do some testing.
