I'm not sure how exactly it uses IE. Just know that it does with HTTP.
The browser set as default won't affect it as long as you have IE installed.

I would not think that the browser would matter. What if I have opera or
firefox? Or does sv_download not use it's own http implementation, but
piggybacks on IEx?
