Actually you need to re-read your own message... What you said exactly
was....

You never stated you had it running... I know I am nitpicking here... But
people especially those that are technical oriented get frustrated when
people are not specific.

If you had went to:

http://support.steampowered.com/

And searched for the single word "server" you probably would have found
everything you needed to setup a basic server located in the first two
search results.
