I cleared sv_downloadurl for testing purposes, to make sure it's not causing
the problem. cl_download_filter doesn't seem to exist, and doesn't stop map
download on other servers. It doesn't seem to matter what map. I can connect
to my server and get "Missing map...", I can connect to other servers and
the map downloads just fine. It seems to be my server that this isn't
working.

What's the value of sv_downloadurl on your server. If sv_downloadurl is
set, then is your webserver structured just like your hlds server is?
