At the moment I believe clients.txt is read sometimes from mani_path and sometimes from mani_admin_plugin, but am not sure of any pattern. And frankly I don't care after spending 4 hours debugging this crap until 2am. Regarless, the directory cfg/mani_admin_plugin needs to exist, like I stated below.
