We're running adminmod, Metamod, Foxbot and LogDaemon. Nothing out of
the ordinary. Unless adminmod turns it off which I dont know why it would.

Unless another plugin is overriding this cvar, adding sv_alltalk 1 into
server.cfg will set the server to alltalk by default. I know because I use
this in our DeathMatch server.
