That means the server cannot keep up with the FPS requirement, which means either A.) The server is configured incorrectly on the command line, or B.) The server is being overloaded to get more profit per box.
If you see a lot of choke constantly the box may be overloaded. (Or your internet connection might be terrible, but I'm going to assume you have a decent internet connection.)
