banning an ip on the game server wont stop someone from
rconning into the server from that ip...
it bans the ping requests and bans them joining the server ...but the
tcp rcon is still accepted from that ip.
TO prove it...use hlsw and addip 10 youip
and it will show your ip is banned by not pinging it and not being
able to join it...but with hlsw you can still issue it a removeip
yourip command and its accepted.
