This is a bug that has been in SourceDS for about a year or so. One update
broke this, and it hasn't been fixed since. I just have various scripts in
place to run writeid/writeip on startup, as that's when it disappears. After
the server starts, it loads the lists, but blanks out the files. If you run
writeid in the server, though, the file puts the bans back in.

I also run 7 day backups of my bans in case something goes belly up
(generally during updates when it breaks the server and it loads the lists,
but cannot run writeid/writeip).
