We've hosted 2 TF2 instances on 2 different Windows 2003 boxes with virtually 
identical performance envelopes:

 + P4 3.0GHz
 + 2GB RAM
 + 3 other SRCDS instances on same physical machine (DoD, Insmod, CS, etc.)

Tickrate 66, fps_max 300

Idle server fps = about 256
Full load 24 ppl = >= 140 fps

I have a TF2 instance with gameservers.com: Linux w/ kernel = 1000 Hz

Tickrate 66, fps_max 300

Idle server fps = about 160
2 player load = <40 fps

We haven't tried a full load yet, but I doubt it's playable.

All other netcode settings are virtually identical. Network connectivity is not 
an issue.

I can't get the full story from Gameservers.com's tech support, so I'm only 
able to make some educated guesses. Either they have something funky set with 
affinity or some other resource allocation or the Linux SRCDS binary has a 
serious flaw. If you're noticing extreme CPU utilization that could explain the 
problem I'm seeing. Normal server slot load would probably not work if the CPU 
use is skewed.
