TF2 is running at ~45% cpu, and 960+ fps with 24 players. Not having any problems with it at all other than the map list issue.
I don't think your getting the full info of whats on that box. I have seen other clans paying extra for a better server from 'them', only to find that they couldn't get above 60fps with more than 6 players in a 100 tic css server.
