Make sure you also have the -retry switch in your command. Between our two Windows 2k3 servers, one had this problem and the other didn't. I could never pinpoint the issue, but I tried so many different combinations in a short timeframe that I'm not exactly sure which one cleared up the problem. Perhaps it was coincidence, but I removed the -update_all switch and only went with -retry. No good. Then, I added the -username and -password fields with active Steam auth credentials. Nothing. Then, I combined the two and it worked...mostly. There was a failure in the DL of the final couple of files, so I re-ran the same command. Once I had a completely successful update, I ran it again with the -update_all switch to make sure everything was intact. Since then, I have seen a couple reset notices, but it cleared up after a couple of retries.
I really believe it's an update server authentication or overload issue, but I have no concrete proof to substantiate the claim.
