Actually from my experience a non-boost CS:S server tends to run better on my box than the 1.6 server. Cpu is about the same but with less overhead on the memory. Hard drives will nto make a difference considering everything is loaded into the memory.
I believe, if all the servers where full, you would probably get away with running 2x10 instances fairly well, and may even be able to squeeze that 3rd one out if you optimize the box right, turning off any un-needed services etc. Try it and see what happens. Of course if you have two boxes why not put 2 servers on your 1.2 and one server on your 866?
