The bad thing about svc_bad errors is that they are pretty random. You simply have to reach a certain threshold of text data for the client to "flood themselves off". That, in and of itself, will make it difficult to pinpoint which of your numerous plugins it could be. I would be looking at the stats plugins and anything that processes a lot of "say" commands. Those are going to be your culprits.
I've seen this error occur on our private client servers without any mods or plugins simply because they had an HLTV relay that had a steam-id function. The constant "says" and information relays from the HLTV relay's mod were flooding clients off of the server with that svc_bad. The proof for me was without a relay from that particular provided which provides them.... 0 svc_bad errors...ever....with that HLTV relay in the server it happened on a somewhat regular occurrence (sometimes numerous times in an hour, sometimes spread out 8-12 hours).
