Hey, A lot of people had this issue a few weeks back. It seems if the server loses contact with steam it can't determine if players are allowed to use the weapons and denies everybody. I would make sure your servers are indeed fully connecting to steam (make sure the status command reports secure mode), check your firewall, etc. If a fresh server doesn't work for you, I would guess firewall/routing connectivity issues, though someone (Valve) will have to clarify how/over what connection the server gets this information, I'm not entirely sure :-/
